GENERAL DESCRIPTION:

The Pharmacy Manager is responsible for the provision of comprehensive, quality-assured pharmacy services for all public health department divisions. This position oversees all pharmacy activities including personnel supervision and training. The Pharmacy Manager must be the technical expert for all areas of the Pharmacy. This position is also responsible for maintaining the highest standards of pharmaceutical excellence and compliance with all federal, state, and local laws and requirements.

This position works under general supervision, independently developing work methods and sequences..

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Works independently and with a team to solve patient care and technical issues as they occur on a daily basis.
  • Compiles and analyzes pharmacy data, including productivity metrics and workload data to support program decisions, and presents findings to the Board of Health, Allied Health Division Director, and clinicians as requested.
  • Engages effectively in discussions with the Medical Director, Allied Health Division Director, and clinicians.
  • Facilitates exchanges of information on the current status of the program and future plans.
  • Oversees pharmacy events in the community and provides assistance under outbreak conditions.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Processes and fills prescriptions for Public Health Clinics and Employee Wellness clinic.
  • Counsels patients on medications, provides drug information/answers questions, and consults with providers.
  • Performs 340B Drug Inventory Counts.
  • Maintains control of drug inventory, checks for out of date medications, and maintains Pharmacy operations.
  • Prepares required monthly program reports and ad hoc reports as requested.
  • Obtains continuing education credit to maintain pharmacy license.
  • Performs related work as assigned.

KNOWLEDGE, SKILLS. AND ABILITIES:

  • Thorough knowledge of professional pharmacy theory, techniques, equipment, practices, and procedures.
  • Thorough knowledge of trends, current technology, and standards of pharmacy practice.
  • Considerable knowledge of agency program and personnel policies and procedures.
  • Considerable knowledge of the basic pathophysiological processes being treated and how pharmaceutical science is applied in the medical field.
  • Considerable knowledge of State and Federal standards, guidelines, and regulations.
  • Considerable knowledge of the principles and practices of health care organization and management.
  • General knowledge of physician services, nursing, dietetics, medical records, social services, civil and patient rights, and proper utilization of facilities as they relate to pharmacy services.
  • Adequate computer skills to operate Microsoft Office and Pharmacy Information Systems.
  • Skill in public relations techniques.
  • Ability to research procedures and methods and implement necessary changes.
  • Ability to make accurate observations and written reports of investigations and audits.
  • Ability to instruct students and other health professionals in pharmacy procedures.
  • Ability to supervise the work of others and work as part of a team.
  • Ability to organize and work independently.
  • Ability to interpret and apply rules, regulations and policies to different situations and facilities.
  • Ability to establish and maintain effective communications and work relationships with facility management and professional consultants.
  • Ability to supervise other persons in performing a wide range of pharmacy related activities.
  • Ability to communicate effectively in oral and written forms.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from a recognized school of pharmacy and one year of experience as a licensed pharmacist; or an equivalent combination of education and experience.

SPECIAL CERTIFICATIONS AND LICENSES:

  • Must be a registered pharmacist with a current license to practice in the state of North Carolina as required by law.
  • Doctor of Pharmacy (PharmD) from a recognized School of Pharmacy

PHYSICAL DEMANDS:

Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or considerable skill, adeptness, and speed in the use of the fingers, hands, or limbs in tasks involving close tolerances or limits of accuracy.
