General Definition of Work
Performs complex technical work posting daily transactions, journal entries and disbursements to the general ledger, reviewing and reconciling accounts, processing financial records and files, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Local Health Director.Qualification Requirements

Examples of Duties-
Essential Functions
- Verifies and initiates journal entries and budget amendments; maintains general ledger for Public Health, balances and posts daily transactions; assists with the preparation of annual budget process.
- Analyzes accounts and prepares various financial and fiscal reports; distributes reports; prepares and maintains financial files and records.
- Researches, reviews and reconciles accounts; resolves discrepancies.
- Assists with various posting, printing and calculating of accounts for month and year end closing, budget figures and amendments.
- Generates a variety of spreadsheets depicting financial conditions and status.
- Assists in the preparation of the annual budget; monitors, analyzes and tracks expenditures.
- Responds to vendor questions.
- Assists with processing accounts payable, accounts receivable and purchasing as needed.
- Attends meetings of commissions, boards and committees as assigned; prepares information packets including various financial reports and records.
- Assist department staff with financial and budgetary issues, laws, and policies; provides and verifies financial information as requested.
Knowledge, Skills and Abilities
Thorough knowledge of the principles and practices of accounting procedures; thorough knowledge of accounts payable policies, practices and procedures; thorough knowledge of bookkeeping terminology and methods; general knowledge of business English and spelling; ability to operate a variety of accounting, office and data entry equipment; ability to type at a reasonable rate of speed; ability to understand and follow oral and written directions; ability to establish and follow work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; ability to establish and maintain effective working relationships with citizens, elected officials, associates, coordinating agencies, and the general public.Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications- Education and Experience
Associates/Technical degree with coursework in accounting, or related field, at least three years of experience in accounting and/or bookkeeping, and at least two years of experience in governmental/finance accounting; or equivalent combination of education and experience.
