GENERAL DESCRIPTION:

The purpose of this position is to perform a wide range of duties within the Communicable Disease division of Public Health. The duties range from project development to administering vaccines.

DUTIES AND RESPONSIBILITIES:

 The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  •  Ensures smooth and efficient operation of all aspects of the Immunization Program;
  • Functions as an authoritative resource for interpretation of the North Carolina Immunization Laws;
  • Establishes project goals and procedures in order to comply with State mandates and agreement addenda;
  • Orders needed supplies and equipment within budgetary limits;
  • Accurately maintains vaccine inventory;
  • Monitors invoices related to program/vaccine purchases;
  • Develops a system of collecting data to measure all program accomplishments (Immunizations, Refugee Health, Rabies);
  • Compiles and submits monthly statistics (as described above) to the CD Program Manager;
  • Maintains Immunization Program (Refugee Health, Rabies, Immunization) policies, procedures and standing orders that are consistent with the most recent immunization and other recommendation received from the NC Immunization Division and Refugee Health Program;
  • Plans and oversees implementation of immunization outreach clinics;
  • Plans for seasonal resource demands, such as planning for mass influenza Vaccinations;
  • Collaborates with other clinics within the health department to ensure vaccinations are administered as needed to employees and patients;
  • Constantly reviews clinic process to improve efficiency and effective use of resources;

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of and skill in the application of nursing theory, practice, principles, and techniques employed in the field of public health and related programs;
  • Considerable knowledge of available resources and organizations and the ability to coordinate these as needed;
  • General knowledge of current social and economic problems relating to public health, including health disparities; ability to plan, coordinate, and oversee the work of others;
  • Ability to deal tactfully with others and to exercise good judgment in appraising situations and make decisions;
  • Ability to work in partnership with patients and with other service providers to elicit needed information and to maintain effective working relationships;
  • Ability to record accurately services rendered and to interpret and explain records, reports, and medical instructions;
  • Considerable knowledge of and ability to apply the principles and practices of public health;
  • Adequate computer skills to allow communication, patient record documentation, and accessing of

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and two years of Public Health nursing experience; or a Master’s in Public Health and graduation from a school of professional nursing and two years of professional nursing experience; or graduation from a school of professional nursing and three years of professional nursing experience including two years of Public Health nursing experience; or an equivalent combination of training and experience.

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 A current license to practice as a Registered Nurse in North Carolina by the NC Board of Nursing.

  • Tdap (Tetanus, Diphtheria, Pertussis)
  • Tuberculosis (TB) baseline screening within the last twelve (12) months prior to employment
  • Hepatitis B vaccination/immunity – only required for DCoDPH employees with potential Bloodborne Pathogen (BBP) exposures.

Identified DCoDPH HCP with potential Bloodborne Pathogen (BBP) exposure have an additional requirement for the Hepatitis B vaccination. Required vaccination, serological testing to determine immunity, and baseline tuberculosis screening are available for all Public Health employees who elect to become DCoDPH patients upon request and at no cost.

Proof of vaccination and tuberculosis screening must be provided to Human Resources within seven (7) business days prior to the date of employment.
